Welcome to the AMS Symposium on Atmospheric Science and Public Policy. By way of opening this session, I want to recount how it all came about. I suppose it all originated early in 1974 when I began to contemplate what my agenda as President of the Society should be. One cannot hope to accomplish much in a year, so you have to pick your issues carefully. But mine was quite clear. All manner of crises were upon us. For one, we had just come through Watergate with its resultant crisis of confidence in government. The energy crisis was also upon us and promised to exacerbate the still burgeoning environmental pollution crisis. The world food crisis was highlighted by continued drought and massive starvation in the Sahel. And the economic crisis was thrown in for good measure just to complicate the picture further, not to men tion the crises of the cities, of education, and of crime.
