Limited irrigation water availability during the dry season requires the adoption of adaptive and efficient management practices to maintain agricultural sustainability. Strengthening the role of Water User Farmer Associations (WUFAs) is considered a strategic approach, as these local institutions are directly involved in the management and utilization of irrigation water resources. This paper aims to describe the approach of Water User Farmers in improving irrigation water management efficiency during the dry season. The discussion applies a descriptive–conceptual approach, focusing on water management practices implemented by WUFAs, including regulated water distribution, the application of rotational irrigation systems, and participatory maintenance of irrigation networks. The description indicates that the active involvement of WUFA members in decision-making processes and irrigation management implementation plays an important role in reducing water losses, improving equitable water distribution, and minimizing potential conflicts among farmers. In addition, strengthening institutional capacity and increasing farmers’ awareness of fairness and efficiency principles in water use contribute to the effectiveness of this approach. However, limitations in infrastructure and insufficient technical support remain key challenges to optimal implementation. Therefore, continuous synergy between Water User Farmers and government institutions is essential to enhance irrigation water management effectiveness under dry-season water scarcity conditions.
