The Omnibus Law Job Creation Act of 2020 transformed building permit (IMB) terminology to building approval (PBG) through Government Regulation No.16 of 2021, which significantly changed building permit governance in Indonesia. This study is focus to determine the impact of policy performance as measured by 6 evaluation criteria including effectiveness, efficiency, adequacy, equity, responsiveness and appropriateness based on William Dunn's theory, (2000), on the effect of policies in the actual conditions, especially on behavior changes and in socio-economic conditions changes in Purwakarta Regency. The research method employed is a quantitative approach using questionnaire data from 76 respondents from the community who applied for building permits and received PBG services. The findings show that there is a positive and significant influence of the effectiveness, efficiency, adequacy, equity, and responsiveness on changes in behaviour of the community and civil servants, as well as socio-economic conditions in Purwakarta Regency. On the contrary, appropriateness criteria have a negative and significant effect on changes of socio-economic conditions in Purwakarta Regency. Moreover, the changes in the behaviour of the community and civil servants as a result of the PBG licensing policy implementation, have also positively and significantly influenced the change of social and economic conditions in Purwakarta Regency.
