The structure of the lower atmosphere in both position and time has been studied in considerable detail by meteorologists. However, as one examines higher and higher levels it is apparent that fewer and fewer data exist. Nevertheless, con siderable information is available concerning the structure of the atmosphere to its outermost fringes. In this paper, we will concentrate attention on the higher levels and almost entirely ignore the region of meteorological interest.
